{"id":18350,"date":"2013-11-07T14:47:41","date_gmt":"2013-11-07T14:47:41","guid":{"rendered":"http:\/\/ecowatch.com\/?p=311227"},"modified":"2013-11-07T14:47:41","modified_gmt":"2013-11-07T14:47:41","slug":"worlds-richest-countries-spent-500-billion-on-fossil-fuel-subsidies","status":"publish","type":"post","link":"https:\/\/leedpoints.com\/green-building-blog\/worlds-richest-countries-spent-500-billion-on-fossil-fuel-subsidies\/","title":{"rendered":"World\u2019s Richest Countries Spent $500 Billion on Fossil Fuel Subsidies"},"content":{"rendered":null,"protected":false},"excerpt":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" width=\"150\" height=\"150\" src=\"http:\/\/ecowatch.com\/wp-content\/uploads\/2013\/11\/foss-150x150.jpg\" alt=\"Photo courtesy of Shutterstock\"><\/p>\n<p>The nations with the biggest economies seem to spend the largest amounts on subsidies to <a href=\"http:\/\/ecowatch.com\/2013\/11\/05\/big-oil-big-profits-big-tax-breaks\/\" target=\"_blank\">fossil fuel&nbsp;companies<\/a>.<\/p>\n<p>The International Energy Agency (IEA) estimates that $523 billion in subsidies went to fossil fuel companies across the world in 2011, according to a <a href=\"http:\/\/www.odi.org.uk\/sites\/odi.org.uk\/files\/odi-assets\/publications-opinion-files\/8668.pdf\" target=\"_blank\">report<\/a> released today by the <a href=\"http:\/\/www.odi.org.uk\/\" target=\"_blank\">Overseas Development Institute<\/a> (ODI), a&nbsp;global development think tank.&nbsp;G-20 countries, including the U.S., China and Japan, spend an average of&nbsp;$112 per adult on fossil fuel subsidies.<\/p>\n<p>ODI estimates that only $1 was spent&nbsp;on <a href=\"http:\/\/ecowatch.com\/category\/renewable-business\/\" target=\"_blank\">renewable energy<\/a> for every $6 spent on <a href=\"http:\/\/ecowatch.com\/2013\/07\/22\/report-reveals-additional-fossil-fuel-subsidies\/\" target=\"_blank\">fossil fuel subsidies<\/a> in 2011.<\/p>\n[caption id=\"attachment_311278\" align=\"alignnone\" width=\"526\"]<a href=\"http:\/\/ecowatch.com\/wp-content\/uploads\/2013\/11\/Screen-Shot-2013-11-07-at-9.19.37-AM.png\"><img loading=\"lazy\" decoding=\"async\" alt=\"Graphic credit: Overseas Development Institute\" src=\"http:\/\/ecowatch.com\/wp-content\/uploads\/2013\/11\/Screen-Shot-2013-11-07-at-9.19.37-AM.png\" width=\"526\" height=\"569\"><\/a> Graphic credit: Overseas Development Institute[\/caption]\n<p>&#8220;The rules of the game are currently biased in favor of&nbsp;fossil&nbsp;fuels,&#8221; said&nbsp;Shelagh Whitley of ODI, who wrote the report. &#8220;The status quo encourages energy companies to continue burning high-carbon fossil fuels and offers no incentive to change. We&rsquo;re throwing money at policies that are only going to make the problem worse in the long run by locking us into dangerous climate change.&#8221;<\/p>\n<p>The E11, defined by ODI as the top 11 rich-country emitters&mdash;Australia, Canada, France, Germany, Japan, Italy, Poland, Russia, Spain, United Kingdom and U.S.&mdash;spent $74 billion on subsidies in 2011, according to the report.<\/p>\n<div title=\"Page 1\">\n[caption id=\"attachment_311268\" align=\"alignnone\" width=\"656\"]<a href=\"http:\/\/ecowatch.com\/wp-content\/uploads\/2013\/11\/Screen-Shot-2013-11-07-at-8.41.58-AM.png\"><img loading=\"lazy\" decoding=\"async\" alt=\"Graphic credit: Overseas Development Institute\" src=\"http:\/\/ecowatch.com\/wp-content\/uploads\/2013\/11\/Screen-Shot-2013-11-07-at-8.41.58-AM.png\" width=\"656\" height=\"545\"><\/a> Graphic credit: Overseas Development Institute[\/caption]<\/p>\n<p>Whitley points out that G20 countries committed to&nbsp;&ldquo;rationalize and&nbsp;phase out over the medium term inefficient fossil fuel subsidies that encourage wasteful consumption,&#8221; according to a <a href=\"http:\/\/www.oecd.org\/env\/49090716.pdf\" target=\"_blank\">report<\/a> following the 2009 G20 Summit in Pittsburgh, PA. Various subgroups of those countries recapitulated that commitment at least three times since then, though a 2012 study deemed the reporting of fossil fuel subsidies to be spotty.<\/p>\n<p>Whitley says the powerful nations never came to a consensus on what constitutes a fossil fuel subsidy;&nbsp;a framework for G20 subsidy tracking and reporting; or how sanctions would be doled out if a member failed to report or&nbsp;under-reported the subsidy. Thee report argues that these errors have continued to pave the way for carbon emissions, wasteful spending and climate change that the countries banded together to avoid.&nbsp;<\/p>\n<div title=\"Page 7\">\n<div>\n<div>\n<p>&#8220;If their aim is to avoid dangerous climate change, governments are shooting themselves in both feet,&#8221; Whitley said. &#8220;They are subsiding the very activities that are pushing the world towards dangerous climate change.&#8221;&nbsp;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div title=\"Page 7\">\n<p>The report illustrated the variety of the subsidies in 2011:<\/p>\n<ul>\n<li>\n<p><a href=\"http:\/\/ecowatch.com\/2013\/08\/23\/renewables-push-fossil-fuel-plants-to-close\/\" target=\"_blank\">Germany<\/a> provided the equivalent of more than $2.5 billion to the hard coal sector&nbsp;in 2011.<\/p>\n<\/li>\n<li>\n<p>The U.S. gave $1 billion fuel tax exemption for farmers, $1 billion for the strategic petroleum reserve and $500 million for fossil energy research and development in 2011.<\/p>\n<\/li>\n<li>\n<p>United Kingdom made oil and gas production tax concessions equal to more than $450 million in U.S. dollars in 2011.<\/p>\n<\/li>\n<\/ul>\n<p>The report calls on the G20 to make a strong commitment to phase out fossil fuel subsidies by 2020&nbsp;with early&nbsp;action by rich-country members on subsidies&nbsp;to coal and oil and gas exploration within two years.
