{"id":19050,"date":"2013-11-22T14:23:07","date_gmt":"2013-11-22T14:23:07","guid":{"rendered":"http:\/\/ecowatch.com\/?p=312974"},"modified":"2013-11-22T14:23:07","modified_gmt":"2013-11-22T14:23:07","slug":"140-international-organizations-call-for-end-to-biodiversity-offsetting-plans","status":"publish","type":"post","link":"https:\/\/leedpoints.com\/green-building-blog\/140-international-organizations-call-for-end-to-biodiversity-offsetting-plans\/","title":{"rendered":"140 International Organizations Call for End to Biodiversity Offsetting Plans"},"content":{"rendered":null,"protected":false},"excerpt":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" width=\"150\" height=\"150\" src=\"http:\/\/ecowatch.com\/wp-content\/uploads\/2013\/11\/biodiversity-150x150.jpg\" alt=\"biodiversity\"><\/p>\n<p>At the opening of the <a href=\"http:\/\/www.naturalcapitalforum.com\/\" target=\"_blank\">World Forum on Natural Capital<\/a>&nbsp;in Edinburgh, Scotland yesterday, <a href=\"http:\/\/no-biodiversity-offsets.makenoise.org\/list-of-signatories\/\" target=\"_blank\">140 organizations<\/a> from all over the world <a href=\"http:\/\/no-biodiversity-offsets.makenoise.org\/\" target=\"_blank\">released a statement<\/a> to say &#8220;No&#8221; to biodiversity offsetting. The statement was launched in a <a href=\"http:\/\/naturenotforsale.org\/\" target=\"_blank\">counter forum on Natural Commons<\/a>&nbsp;taking place in Edinburgh at the same time.<\/p>\n[caption id=\"attachment_313032\" align=\"alignnone\" width=\"500\"]<a href=\"http:\/\/ecowatch.com\/2013\/11\/22\/international-organizations-end-biodiversity-offsetting\/biodiversity-2\/\" rel=\"attachment wp-att-313032\"><img loading=\"lazy\" decoding=\"async\" alt=\"biodiversity\" src=\"http:\/\/ecowatch.com\/wp-content\/uploads\/2013\/11\/biodiversity.jpg\" width=\"500\" height=\"300\"><\/a> In a released statement, 140 international organizations called for end to biodiversity offsetting plans which would give developers and industry a &#8216;license to trash nature.&#8221; <a href=\"http:\/\/www.shutterstock.com\/pic-160592753\/stock-photo-the-primeval-forest-with-mossed-ground-hdr.html?src=ISEdQHXqnRBU9zOM8tk7tA-3-0\">Photo courtesy of Shutterstock<\/a>[\/caption]\n<p><a href=\"http:\/\/ecowatch.com\/category\/biodiversity\/\" target=\"_blank\">Biodiversity<\/a> offsetting is the theory that you can destroy nature in one place, as long as you replace it elsewhere to ensure &ldquo;no net biodiversity loss.&rdquo; Not only has this proven unworkable, it puts pressure on community livelihoods.<\/p>\n<p>&ldquo;Offsetting treats nature such as forests or rivers as if it were an exchangeable item you buy in the supermarket,&#8221; said Hannah Mowat from&nbsp;<a href=\"http:\/\/www.fern.org\/\" target=\"_blank\">FERN<\/a>, explaining&nbsp;why&nbsp;<a href=\"http:\/\/www.fern.org\/sites\/fern.org\/files\/Critical%20review%20of%20biodiversity%20offsets.pdf\" target=\"_blank\">offsetting has had such poor results<\/a>&nbsp;so far.&nbsp;<\/p>\n<p>&#8220;Destroying one forest or river with a promise of protecting another fails to recognize that they are part of a wider ecosystem and intrinsic to human and cultural landscapes,&#8221; Mowat continued. &#8220;Destruction of complex and site specific biodiversity cannot be offset. It is time to be clear that offsetting will not tackle biodiversity loss but may impoverish communities.&rdquo;&nbsp;<\/p>\n<p>The statement raises concern that offsetting could erode the power of environmental laws to restrict damaging activities. In the UK, <a href=\"https:\/\/consult.defra.gov.uk\/biodiversity\/biodiversity_offsetting\" target=\"_blank\">offsetting is being used as&nbsp;an excuse to speed up planning&nbsp;laws<\/a> and remove &#8220;green tape.&#8221; The EU is also considering new laws that could question the strength&nbsp;of the <a href=\"http:\/\/ec.europa.eu\/environment\/nature\/biodiversity\/comm2006\/pdf\/2020\/1_EN_ACT_part1_v7%5B1%5D.pdf\" target=\"_blank\">Nature Directives<\/a>.&nbsp;This is also the case in a number of countries in the global South, such as&nbsp;Brazil, where it is a license to trash nature.<\/p>\n<p>&ldquo;In Brazil, the government is reforming public policies to allow companies to &lsquo;offset&rsquo; their impact&nbsp;rather than preventing damage in the first place,&#8221; said L&uacute;cia Ortiz from&nbsp;Friends of the Earth Brazil.&nbsp;&#8220;The Brazilian development bank, BNDES, provides&nbsp;grants to states to create subnational laws for carbon and biodiversity offsets. Though this is being&nbsp;challenged by the public attorney, these policies are causing dramatic violations of Indigenous&nbsp;Peoples&rsquo; rights and the rights of communities dependent on natural resources&rdquo;&nbsp;<\/p>\n<p>&#8220;Nature is a common good that we all share rights to and have responsibility&nbsp;over,&#8221; said&nbsp;Nick Dearden, director of the <a href=\"http:\/\/www.wdm.org.uk\/\" target=\"_blank\">World Development Movement<\/a> and co-organizer of the Forum on&nbsp;Natural Commons.<\/p>\n<p>&#8220;It should be managed democratically by a commons-centered approach and not by a market&nbsp;based approach that takes power away from the people and gives more resources to those who can&nbsp;pay the most,&#8221; continued Dearden. &#8220;Many organizations, scientists and people have come together through this statement&nbsp;to expose that the motive is profit, not conservation.&#8221;&nbsp;<\/p>\n<p><a href=\"http:\/\/ecowatch.com\/2013\/11\/21\/mass-walk-out-at-un-climate-talks-protests\/\" target=\"_blank\">Climate justice activists currently at the climate negotiations<\/a> in Warsaw are exposing that market&nbsp;based mechanisms such as carbon trading and forest carbon markets are <a href=\"http:\/\/scrap-the-euets.makenoise.org\/about\/\" target=\"_blank\">proven failures<\/a> and should&nbsp;not be extended to areas such as biodiversity.
