The&nbsp;<a href=\"http:\/\/www.greenpeace.org\/\" target=\"_blank\">Greenpeace<\/a>&nbsp;interview with a southern Illinois native and former oil worker shows a fracking test well in a neglected part of the state where weak enforcement at existing wells is already endangering the public.<\/p>\n<\/p>\n<p>Illinois&#8217; new fracking law provides funding for the Office of Mines and Minerals (OMM) to hire new staff. But, that would only be a solution if lack of staffing were the primary problem. Gov. Quinn (D-IL) has refused to clean house and restructure an agency notoriously&nbsp;<a href=\"http:\/\/www.huffingtonpost.com\/jeff-biggers\/rogue-state-of-emergency_b_3755214.html\" target=\"_blank\">cozy with industry<\/a>.<\/p>\n<p>The&nbsp;<a href=\"http:\/\/illinoistimes.com\/article-13261-fracking-opponents-give-regulators-an-earful.html\" target=\"_blank\">rules proposed<\/a>&nbsp;for fracking are a sign the agency intends to continue the same old culture of weak enforcement that allows companies to pay meaningless fines while continuing to operate. Proposed fines from $50 to a few thousand dollars are pocket change, and even those can be waived at the agency&#8217;s discretion. Companies with hundreds of past violations may receive permits for new wells, as we&#8217;ve already seen with OMM&#8217;s&nbsp;<a href=\"http:\/\/illinoistimes.com\/article-12516-state-goes-easy-on-coal-mines.html\" target=\"_blank\">poor oversight of coal mines<\/a>.<\/p>\n<p>Many local residents understand something that groups headquartered hundreds of miles away who&nbsp;<a href=\"http:\/\/switchboard.nrdc.org\/blogs\/aalexander\/illinois_draft_fracking_regula.html\" target=\"_blank\">support<\/a>&nbsp;the fracking law apparently don&#8217;t.&nbsp;Even if the new law does everything it&#8217;s designed to do, a fracking boom will still be a major environmental and <a href=\"http:\/\/ecowatch.com\/category\/health-stories\/\" target=\"_blank\">public health<\/a> disaster for downstate Illinois.&nbsp;A better funded OMM still can&#8217;t be relied on to protect Illinois with only weak penalties and an internal culture that views themselves as&nbsp;<a href=\"http:\/\/www.dnr.illinois.gov\/OilandGas\/Pages\/Links.aspx\" target=\"_blank\">partners<\/a>&nbsp;with industry.<\/p>\n<p>Gov. Quinn failed to mention fracking when he listed accomplishments during his State of the State speech today. Just last year he pushed hard for the law&nbsp;<a href=\"http:\/\/articles.chicagotribune.com\/2013-06-17\/business\/chi-quinn-fracking-bill-20130617_1_fracking-fracturing-our-environment-many-environmental-advocates\" target=\"_blank\">and bragged<\/a>&nbsp;about it&#8217;s passage. Seven months later, it&#8217;s a political liability he&#8217;d rather ignore. <a href=\"http:\/\/ecowatch.com\/2014\/01\/13\/illinois-ban-fracking\/\" target=\"_blank\">Efforts by the movement to ban fracking<\/a>, including the&nbsp;<a href=\"http:\/\/petitions.moveon.org\/sign\/ban-fracking-in-illinois-1\" target=\"_blank\">MoveOn Fracking Fighter petition<\/a>,&nbsp;are shifting political realities. And people in potentially impacted areas aren&#8217;t interested in settling for whatever minor, face-saving improvements to the regulations Gov.
