{"id":21939,"date":"2014-02-11T21:05:57","date_gmt":"2014-02-11T21:05:57","guid":{"rendered":"http:\/\/ecowatch.com\/?p=321042"},"modified":"2014-02-11T21:05:57","modified_gmt":"2014-02-11T21:05:57","slug":"why-environmental-justice-needs-more-attention-20-years-after-president-clintons-monumental-executive-order","status":"publish","type":"post","link":"https:\/\/leedpoints.com\/green-building-blog\/why-environmental-justice-needs-more-attention-20-years-after-president-clintons-monumental-executive-order\/","title":{"rendered":"Why Environmental Justice Needs More Attention 20 Years After President Clinton\u2019s Monumental Executive Order"},"content":{"rendered":null,"protected":false},"excerpt":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" width=\"150\" height=\"150\" src=\"http:\/\/files.cdn.ecowatch.com\/wp-content\/uploads\/2014\/02\/movieenvjustice-150x150.jpeg\" alt=\"movieenvjustice\"><\/p>\n<p>Twenty years ago today, the U.S. government acknowledged the need for environmental justice for the first time in our nation&#8217;s history.<\/p>\n<p>President Bill Clinton signed&nbsp;<a href=\"http:\/\/www.epa.gov\/swerffrr\/documents\/executive_order_12898.htm\" target=\"_blank\">Executive Order 12898<\/a>,&nbsp;&#8220;Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations.&#8221; From that moment on, federal agencies were charged with &#8220;identifying and addressing, as appropriate, disproportionately high and adverse human health or environmental effects of its programs, policies, and activities on minority populations and low-income populations.&#8221;<\/p>\n<p>Few, if any, who are recognizing the 1994 order today believe that true environmental justice has been achieved since then, but that doesn&#8217;t take away from the historic event.<\/p>\n<p>&#8220;In 1994, only four states (Louisiana, Connecticut, Virginia, and Texas) had a law or an executive order on environmental justice,&#8221; <a href=\"http:\/\/drrobertbullard.com\/2014\/02\/09\/new-report-tracks-environmental-justice-movement-over-five-decades\/\" target=\"_blank\">Dr. Robert Bullard<\/a>, the self-proclaimed &#8220;father of environmental justice,&#8221; writes in his blog. &#8220;In 2014, all&nbsp;<a href=\"http:\/\/gov.uchastings.edu\/public-law\/docs\/plri\/EJ2007.pdf\" target=\"_blank\">50 states&nbsp;<\/a>and the District of Columbia have instituted some type of environmental justice law, executive order, or policy, indicating that the area of environmental justice continues to grow and mature.&#8221;<\/p>\n<p>Conversely, Bullard also points out that race and poverty are &#8220;powerful predictors&#8221; of cases where poor student health and academic performance have been linked to the <a href=\"http:\/\/content.healthaffairs.org\/content\/early\/2011\/05\/02\/hlthaff.2011.0077.abstract\" target=\"_blank\">proximity of high-emissions facilities<\/a>, as well as limited access to healthy foods, parks and more.<\/p>\n<\/p>\n<p>A <a href=\"http:\/\/www.ourpowercampaign.org\/our-power-film\/\" target=\"_blank\">short film<\/a> released for&nbsp;the order&#8217;s 20th anniversary by the&nbsp;<a href=\"http:\/\/www.blackmesawatercoalition.org\/\" target=\"_blank\">Black Mesa Water Coalition<\/a>&nbsp;shows how much progress we still need to achieve environmental justice.
