Photo courtesy of Shutterstock\"><\/p>\n<p>Though their nuclear reactors are responsible for a catastrophic meltdown nearly three years ago at the <a href=\"http:\/\/ecowatch.com\/?s=fukushima\" target=\"_blank\">Fukushima<\/a> Daiichi nuclear plant&mdash;and subsequent <a href=\"http:\/\/ecowatch.com\/2013\/08\/23\/radioactive-leak-at-fukushima-worst-since-disaster\/\" target=\"_blank\">radioactive leaks<\/a>,&nbsp;<a href=\"http:\/\/ecowatch.com\/2013\/10\/09\/fukushima-radiation-safe-to-eat-fish\/\" target=\"_blank\">food scares<\/a>,&nbsp;<a href=\"http:\/\/ecowatch.com\/2013\/10\/31\/petition-senate-to-prevent-transportation-nuclear-radioactive-waste\/\" target=\"_blank\">petitions<\/a> and <a href=\"http:\/\/ecowatch.com\/2013\/12\/27\/ronald-reagan-cancer-sue-tepco-fukushima-radiation\/\" target=\"_blank\">lawsuits<\/a>&mdash;Japan officials said Tuesday that the country needs to add more nuclear energy to its supply.<\/p>\n<p>Japan released its first energy draft since the Fukushima disaster, and it includes plans to restart&nbsp;reactors that were closed after the incident and suggests that the country might build new ones, according to <a href=\"http:\/\/www.nytimes.com\/2014\/02\/26\/world\/asia\/japan-pushes-to-revive-moribund-nuclear-energy-sector.html\" target=\"_blank\"><em>The New York Times<\/em><\/a>.<\/p>\n<p>&ldquo;This government has not learned the lessons of Fukushima,&rdquo; former Japanese Prime Minister Naoto Kan said. &ldquo;Japan was on the brink. Last week, nearly&nbsp;100 tons of radioactive water leaked from one of the hundreds of storage tanks at the Fukushima plant. Its operator, the Tokyo Electric Power Company, labeled it&nbsp;the <a href=\"http:\/\/www.nytimes.com\/2014\/02\/21\/world\/asia\/worst-spill-in-6-months-at-fukushima.html?hp&amp;_r=2\" target=\"_blank\">worst spill at the plant in six months<\/a>.<\/p>\n<p>The energy plan released Tuesday did not set specific targets for nuclear energy, but it called&nbsp;nuclear power an important &ldquo;baseload&rdquo; electricity source that is capable of producing energy at a fast rate that is cheaper than solar or wind.<\/p>\n<p>The draft also calls for Japan to continue its nuclear fuel recycling policy, but adds that flexibility is necessary for possible policy changes in the future.&nbsp;Economy, Trade and Industry Minister Toshimitsu Motegi said the drive to add more <a href=\"http:\/\/ecowatch.com\/category\/renewable-business\/\" target=\"_blank\">renewables<\/a> to the nation&#8217;s mix remains, despite the energy plan&#8217;s content.<\/p>\n<p>&#8220;In principle, the direction has not changed,&#8221; he said, according to <em><a href=\"http:\/\/abcnews.go.com\/International\/wireStory\/japan-energy-plan-nuke-important-source-22659004\" target=\"_blank\">The Associated Press<\/a>.<\/em>&nbsp;<\/p>\n<p>Japan has 48 commercial reactors, but all are offline as they await passing new safety requirement testing.<\/p>\n<p>Some in Japan are staunchly against turning back to nukes. Fukushima officials announced a desire to use <a href=\"http:\/\/ecowatch.com\/2014\/02\/05\/fukushima-renewable-energy-japan-nuclear-power\/\" target=\"_blank\">100 percent renewable energy by 2040<\/a> earlier this month. Fukushima already gets 22 percent of its energy from renewable sources.<\/p>\n<p>&ldquo;The myth that nuclear power is clean and safe has collapsed,&#8221; former Japanese Prime Minister Morihiro Hosokawa said in January.
