State of Georgia’s 2022 Qualified Allocation Plan (QAP) Adopts Green Globes Multifamily for Sustainable Building Certification Requirements
Portland, Ore. – The Green Building Initiative (GBI) is pleased to announce the inclusion of Green Globes Multifamily for New Construction and Green Globes Multifamily for Existing Buildings certification in the State of Georgia’s 2022 Qualified Allocation Plan (QAP), the state’s housing credit program. The Georgia Housing and Finance Authority (GHFA) is authorized to allocate and issue housing credits under Section 42 of the Internal Revenue Code of 1986, as amended, and to take all other actions and impose all other conditions which are required by federal law or which in the determination of DCA are necessary or convenient to ensure the complete, effective, efficient, and lawful allocation of and utilization of the housing credit program (O.C.G.A. 50-26-8(a)).
The Georgia Department of Community Affairs (DCA) aims to increase access to thriving communities through outreach and development in areas of opportunity, partner across the state to grow and achieve local visions for strong communities and foster inclusive communities free of barriers to individuals underserved by existing housing programs. The QAP encourages family and senior development that provide activities from within the neighborhood to enhance the community.
Applicants must demonstrate that the property has achieved a minimum standard for energy efficiency and sustainable building practices, or that the property has achieved one of the approved sustainable building certifications. GBI’s Green Globes Multifamily for New Construction and Green Globes Multifamily for Existing Buildings are among the options to meet Sustainable Building Certification requirements. The project must comply with the certification version in effect at the time drawings are prepared for permit review. Additionally, all projects must meet Threshold requirements for Building Sustainability and engage in resident and building manager education in compliance with the point requirements of the respective programs.

GBI’s assessment tools allow users to assess opportunities for reduced environmental impacts and improved indoor environment for current and future tenants. To date, GBI has certified approximately 182 million square feet (145,000 units) of multifamily space, including workforce and affordable housing.
